CITIC Telecom International CPC Limited (CITIC Telecom CPC), a wholly-owned subsidiary of CITIC Telecom International Holdings Limited (SEHK: 1883), announced that it has been awarded a major network deployment contract by Deckers Outdoor Corporation (Deckers) to support the company’s expansion into Mainland China. CITIC Telecom CPC also announced that Ryerson China Limited (Ryerson China) will further its partnership with CITIC Telecom CPC by fully migrating onto the SmartCLOUD(TM) cloud platform.
Deckers expands its retail footprint in Mainland China with TrueCONNECT(TM) network infrastructure
Established in California in 1973, Deckers Outdoor Corporation is a global designer and distributor of innovative lifestyle footwear. It is the marketer behind international footwear brands like UGG(R)Australia, Teva(R), Sanuk(R), Ahnu(R), MOZO(R), Tsubo(R) and Hoka One One(R). Running various retail stores and offices for seven footwear brands across the globe, the company has been actively looking to further its global retail footprint into the robust Greater China market.
With an ambitious goal to connect 37 retail stores and offices across Mainland China within 12 months, Deckers’ criteria for selecting its network provider includes being well-equipped with Mainland China market intelligence and having the capability to manage a reliable network for continuous expansion. CITIC Telecom CPC was one of the few partners that could meet all of these requirements.
Mr. Francis Guillen, Senior Manager, Regional Head of IT Solutions Delivery, APAC at Deckers, said “I asked for a proposal right before Chinese New Year and I got one only a day after the holidays. I was stunned by their professionalism and efficiency.” Deckers finally entrusted CITIC Telecom CPC in early 2013 to build its Mainland China network using TrueCONNECT(TM) connectivity solutions. This partnership marks the milestone of Deckers’ Greater China expansion and CITIC Telecom CPC’s most extensive network deployment for the Mainland China market in 2013.
CITIC Telecom CPC has an impressively extensive presence and strong partners network in the region. Partnering with them absolutely frees us from the hassle of dealing with different Internet Service Providers in the Mainland. Now, we enjoy real-time data transmission between regions, greater transparency of our business and IT operations, as well as better communications between offices and retail stores,” said Mr. Guillen.
CITIC Telecom CPC took just three months to deploy 21 sites that Deckers required, the fastest site was setup within 30 days. With CITIC Telecom CPC managing the sites 24×7, Deckers can focus on the preparation for its second phase of Greater China expansion. The company expects to further its Mainland network in the coming years with the support of CITIC Telecom CPC’s over 60 points of presence (tentatively) in the Greater China and Asia Pacific region.

A long-term customer of CITIC Telecom CPC’s TrueCONNECT(TM) network service for almost a decade, Ryerson China has already developed a strong trust in CITIC Telecom CPC’s Greater China knowledge, global outlook, as well as international standards knowhow. While Ryerson China’s legacy infrastructure came to the end of its lifecycle in 2012, together with the maturity of cloud technologies, it decided to test run CITIC Telecom CPC’s SmartCLOUD(TM) platform for some of its non mission-critical applications. SmartCLOUD(TM) has finally become the major choice for Ryerson China’s application servers migration due to its high effectiveness.
Speaking about the migration of application servers to SmartCLOUD(TM), Mr. Michael Leung, Vice President of Information Technology at Ryerson China commented that “In addition to the mutual trust and understanding between CITIC Telecom CPC and Ryerson China, the result of many years of cooperation, what differentiates CITIC Telecom CPC the most is its Proof of Concept (POC) demonstration. This demonstration allows us to carry out test runs in an environment which is similar to the actual operating resources, giving us a complete understanding, allowing us to be well-prepared for implementation.”
The flexibility and scalability of SmartCLOUD(TM) supports Ryerson China’s market development strategies in China, while solving its SOX (Sarbanes-Oxley) compliance issues. By migrating the application servers onto SmartCLOUD(TM), Ryerson China’s operation costs have been reduced by 15-20%. By August 2013, over 90% of Ryerson China’s application system has been running on CITIC Telecom CPC’s cloud platform, including BI, production applications such as MRP and E-mail systems, as well as various finance applications. Now, Ryerson China can focus its IT resources on the company’s mission-critical ICT operations.
Looking ahead, Ryerson China is planning to migrate all applications that compliance requirements allow to the SmartCLOUD platform. Further, Ryerson China will plan to adopt CITIC Telecom CPC’s Backup and Disaster Recovery (DR) services to strengthen its system reliability.
