A recent report by the Software Freedom Law Centre (SFLC) reveals that Haryana recorded the highest number of internet shutdowns in India in 2024, with 12 incidents, closely followed by Manipur with 11 shutdowns. While Haryana’s shutdowns were largely enforced due to farmer protests, those in Manipur were linked to ethnic conflicts.
Despite a decline in nationwide shutdowns from 96 in 2023 to 60 in 2024, concerns remain over their disproportionate impact. The SFLC report criticizes these restrictions, arguing that rather than preventing unrest, they often escalate tensions and disrupt daily life. The organization also highlighted the lack of transparency in government-imposed shutdowns, urging stricter oversight and accountability.
The frequent internet suspensions have raised concerns over digital rights, as they affect communication, businesses, and essential services. Experts argue that using shutdowns as a crisis management tool can have severe economic and social consequences, limiting freedom of expression and access to crucial information.
The report calls for the government to adopt more transparent and balanced policies to handle crises without resorting to blanket internet bans. As shutdowns continue to be debated as a security measure, their necessity and consequences remain a critical issue in India’s digital landscape.
