Basically, passengers can use other features on these devices but they are still not allowed to connect with colleagues, family or friends. The general opinion seems to be: then why bother? There may be another reason. In a hectic world where people are not only able to, but frequently are required to, be reachable 24/7/365, the airline flight was one of the last bastions of peace and calm. No calls. No stress. No other options but to sit there and relax. Perhaps, many harried workers are eager to retain that small break in their otherwise demanding lives. The earlier, more restrictive rules may have actually offered a welcome respite.
